U.S. Missile Shield a means of targetting China and Russia

The U.S. Missile Shield has been built to make targets of China and Russis, no wonder they have condemned them. Why is a missile Shield so necessary for the U.S. if not to threaten China and Russia? Even overseas bases as in Colombia are a means of U.S. attempts at controlling Venezuela and other Latin American countries.

I don't approve Russia and even worst China human rights policies. BUT. I agree with the new Russian president that the human right policies is used by the Americans as excuse to interfere in other countries internal affair and anyway to try to keep them out business. In fact I will say that America with Guantanamo Bay and her policies on capital punishment is as bad as Russia and China but it breaks my hart to say it America is the worst country so far on global human rights not just for been responsible with her bombing campaign and military invasion for the death of thousands of innocent people is also one of the few country in the world that don't respect UN rules and refuse to cooperate in setting targets for cutting greenhouse gas emissions.
