The end conclusion of the article is stupid

"This operation may say more about the worsening living conditions of Iraqi refugees abroad than about improving security back home.
Having exhausted their resources, many have no choice but to return to a country still at war."

The fact that Iraqi's are returning is just a further confirmation that the Surge worked, and Iraq is more secure. France 24 could not ever admit the obvious and creates an alternative reason for the returns because they don't like the true reason.
