I'm surprised the French haven't figured this out.
Thanks to his cancer, he must take testosterone suppliments.
This means he is exempt from the testing for artificial steroids, because he will test positive due to his needed medication to compensate for the removal of his testicles.
What this also means is prior to the race he can use much more than he needs, many times more in order to build himself up far beyond what would his normal level of testosterone production would allow.
All he has to do to avoid being found out is cease doing the extra (far and above normal) amount of artificial testosterone he takes to compensate for his lack of normal production.
Within a matter of days, his testosterone level will fall to just about normal, just in time to be tested and certified as "clean, and not cheating."
If you want to catch him cheating, a special rule must be passed, allowing for random testing ANYTIME OF THE YEAR, and AT LEAST 12x a year.
Testing that frequently, and randomly would make it impossible for him to do the EXTRA testosterone he needs and probably does to train for the race. The time between any test would NOT be enough to show a normal level.
Sooner or later the French would spot the telltale "spike" or "collapse" associated with a person who must use testosterone suppliments and who is boosting his level like he must be doing.
