As we've been hearing, French President Nicolas Sarkozy makes the case for continuing economic reforms in a major address in Toulon in southern France - that despite the global financial crisis and flagging growth.    The speech comes hot on the heels of Sarkozy's address to the General Assembly of the United Nations, in which he called for an international summit later this year aimed at restoring morality to capitalism.
