European or foreign help. India has already launched many satellites based on the PSLV which is an indigenous rocket laucher.
Intellectually at least, India does not require help.

The major scientists in charge of this mission were all educated in India, and there is no record of any help from Europe. I do not think India needs any kind of intellectual help
