Rwandan presidential aide 'charged' with complicity to murder

A French court charged Rose Kabuye, a close aide to Rwandan President Paul Kagame, for complicity to murder over the killing of president Juvenal Habyarimana in 1994. Kabuye has been freed on condition she not leave France without permission.

By AFP (text) / Siobhán Silke (video)French judicial officials on Wednesday charged a longtime comrade-in-arms of Rwanda's president over an assassination in the run-up to the 1994 genocide, as anti-European protests unfolded in Kigali.
Germany extradited Rose Kabuye, a former guerrilla leader who now serves as chief of protocol to President Paul Kagame, 10 days after police acting on a French warrant arrested her as she arrived at Frankfurt airport.
French officials took charge of her in Frankfurt, and she was flown to Charles de Gaulle airport in Paris aboard an Air France jet.
From there she was transferred to the main law courts in Paris to appear before anti-terrorism investigating magistrate Marc Trevidic, Kabuye's lawyer Bernard Maingain told AFP.
Judicial officials later confirmed Kabuye was put under judicial investigation -- in effect, charged -- with "complicity in murder in relation to terrorism".
She was later released on condition she not leave France without permission and appear when requested by magistrates, her lawyers said.
French investigators suspect Kabuye, 47, of involvement in the downing of an executive jet that killed presidents Juvenal Habyarimana of Rwanda and Cyprien Ntaryamira of Burundi and two French pilots on April 6, 1994.
Habyarimana's ethnic Hutu supporters went on the rampage following the attack, slaughtering 800,000 ethnic Tutsi and moderate Hutu men, women and children in a 100-day orgy of bloodletting.
French investigators accuse Kagame's Tutsi rebels of attacking the Falcon 500 jet, although other observers have speculated that Hutu hardliners killed their own president to serve as a pretext for the subsequent killings.
Kabuye was a senior military leader during Kagame's successful war to drive out the genocidal Hutu militias, and the arrest of his trusted lieutenant has cast a fresh chill on already frosty ties with France.
Rwanda severed diplomatic relations with Paris in 2006 after a French anti-terrorism judge issued their first arrest warrants over the case.
Kagame accuses France of having actively supported the Hutu militias, and the legal dispute has stymied attempts by both governments to re-establish friendly ties 14 years after the massacre.
He has accused Europe of persecuting the genocide's survivors instead of hunting its perpetrators, some of whom are said to be living in Europe.
Large numbers are also believed to be involved in unrest currently shaking neighbouring Democratic Republic of Congo.
"It is not only Rose who is in the dock, it is Rwanda that is in the dock," Kagame said on Monday.
Her arrest led to three days of demonstrations in Rwanda and on Wednesday tens of thousands of people again took to the streets of Kigali to vent their anger.
Large numbers were seen by an AFP correspondent converging on the German embassy -- Rwanda expelled the German ambassador after Kabuye's arrest -- and the local offices of German broadcaster Deutsche Welle.
"Mrs Kabuye is calm. She's a real fighter. You must know she faced other battles. She spent years in the bush after her family was expelled from Rwanda in the 1950s," her lawyer told AFP Tuesday.
Kigali, however, may soon turn the tables on Paris.
Judicial sources there say Rwandan prosecutors could soon issue warrants and indictments against some of the 33 political and military French officials named in a Rwandan report on France's alleged role in the events of 1994.
These who could find themselves accused include former prime ministers Alain Juppe and Dominique de Villepin and former foreign minister Hubert Vedrine.
Some European investigators fear that Kabuye deliberately delivered herself to German authorities so her lawyers could gain access to the case files prepared against her and other Kagame allies.

The truth will always triumph.France should be judged for its complicity in the genocide. The french are trying to gain time, by distracting us with this non sens arrest instead of facing their crime. Making them face their crime, will be the only way to respect African countries. French need to learn a lesson,RESPECT FOR AFRICANS! They are human being too. The international community should focus on punishing crime against humanity. UN and International community should mobilize fighting Genocide idealogy. We are in this situation in Burundi, Congo and Rwanda today. Because of the genocide against Tutsi ideology ethnic, tribe,race,religion group, nobody deserves to be exterminated. We have been silent to such crimes, it is time to repair and prevent that it happen again. Because if we do not do anything tomorrow it will be someone else. We can see the result of our silence 300000 tutsis killed in 4days in Burundi, 10000000 tutsis killed in 100days in Rwanda, more than 500 tutsis killed in Congo and it keep going until now by the same who killed in Rwanda. Is 1300 500 tutsis killed not enough to react ?When will the world react to these atrocities. We should not be silent to such ideology , it will keep going if nobody says STOP!!

What i have seen here is that, some of these guys writing and commenting on this web can also carry genocide given a chance. Why don't you ask yrself about the event that lead to Tutsi exile in 1959, 1963, 1973 and 1980? RPF was created with the aim of lobby for returning of tutsi Rwandese who had spent decades in neighbouring countries, many deplomatic efforts were made to trying to convince Habyarimana's regime and French which was his strong ally but all in vain claiming that Rwanda is small.
As it is said "where diplomacy fails force is applied", this was the remaining alternative, to fight for their liberty. By chosing this option, ofcourse RPF knew well that they won't get a red carpet wellcome and that is why by early october their commander died but they continued to fight until their goal was achieved. They won the war, refugees returned back to their mother country and regained their right as Rwandan nationals, a right they've been deprived for decades.
For Kabuye's case, let us admit that France had that right to indict her and German too, was right to arrest her but the question is WAS THE SHOOTING OF THE PLANE, A CAUSE FOR 1994 RWANDAN GENOCIDE? Those who say so, don't know the history of this tiny country, I have been in Rwanda since 1975 but this ethnic conflict were already there and plans to carry out Genocide was as old as RPF itself.
So please stop being biased over Kagame's regime cause since Rwanda's independance, the country has never been stable like it is today. Tutsi's were being killed always and nobody was questioned for there death because of france covering Habyarimana, actually glory be to God that Kagame managed to control the unger of his army not to revenge after the war.
I personally i admire and like H.E Paul Kagame, he is only living Pana- African President on the African continent.

My pont of view

In 1959 when the first Rwandan president were installed, Rwandan were killed. When the second president of Rwanda were excercising his power, Rwandan were killed up to reach the genocide. Today, every body is claiming that Rwandans are still being killed. Who is responsible of this? The world? May be because always during the murder, UN forces are there. Rwandan them selves? May be because in the murder, Rwandans are the one who kill Rwandans. Now Rose Kabuye is arrested. Apparentely, she is omong those who were struggling against Interahamwe and all genocide forces during the 1994 genocide in Rwanda. Is she inocent? She is not inocent? Depending on why she were struggling, it is possible to know if she is or she is not innocent. She were in the war for just stopping the Genocide and to put everything alright in Rwanda? May be yes, may be no. France is also involved in the 1994 genicide issue? May be yes because if Interahamwe and other genocide forces were in existence before Habyarimana dies, this implies that those forces were in relation with France. But we came to know about genocide forces in Rwanda only during the genocide in Rwanda. May be it is also imprtant to know if those forces were made mainly for the genocide. If this is true, when the overall will be arrested? Dear all, we need to think as a man belonging to the world and not as a man belonging to one group. The world is one, it belongs to every body. For it performance, every body must think on the wellfare of every body. Best regards

It is unfortunate to observe what division/hate has done to us.
Yet still thinking in the box: enough blood has been shared (Tutsi, moderate Hutus) those in Congo today. By the way this is not black and white issue. We are the same ppl except I can’t identify myself with those who want to act like jungle animals.
The lost is lost, however the future is in your hand/our hands if I may say not those who dead. I pray they rest in peace.

Comprendre les manœuvres derrière l'arrestation de Rose Kabuye
Voici comment tout été monte :
1. Rose Kabuye devait aller en Allemagne justement pour qu'elle soit extradée en France.
2.Il fallait donc organiser les manifestations qui étaient soigneusement préparées longtemps en avance. Ceci pour camoufler ces arrangements. Il ne faut pas oublier que Rose Kabuye tente de faire appel a la justice en Belgique pour que les mandats d'arrêts soient annules. Le départ en Allemagne est était pour que ce qu'elle n'a pas pu faire en Belgique soit fait en France.
3.Pour que ce cout ait lieu , il fallait organiser un voyage prive pour Kagame disant qu'il allait rencontrer les hommes d'affaires en Allemagne. On ne sait même pas si cette réunion avec les hommes d'affaires allemands a eu lieu et a quel endroit. On ne sait même pas la date de la tenue de la réunion. On ne sait même pas les au moins 2 ou 3 hommes d’affaires qui étaient a la réunion. On a jamais dit ce que la réunion avait discute et combien de participants étaient a la réunion. On ne sait même pas si Angela Merkel était au courant de l'arrivée de Kagame.
4.Kagame est allé en Allemagne immédiatement âpres l'arrestation de Mme Kabuye. Rien n'a été dit sur le déroulement de la réunion alors que son e-Journal The New Times ne peut pas manquer de publier les « bons résultats » de ce genre de réunion ou de voyage. Comment un Chef d'Etat peut s'absenter pendant des jours et on ne le dit pas dans les journaux de son pays.
5. Normalement Kagame organise des réunions avec les hommes d'affaires en marge de ses visites officielles a l'étranger. On ne sait pas pourquoi Kagame a choisi cette fois-ci d'organiser une réunion séparée et clandestine en Allemagne.

Rose Kabuye is smart

Rose Kabuye's arrest is a clear indication of how France has not yet understood that President P. Kagame is a different leader. He has allowed this (arrest of Rose)to happen so he can get a chance to embarass them again. He did it twice by severing relations and joining the Common wealth.
Can you Imagine a rwandese judge indicting a french official? May be Kenya arresting a french official and sending him to kigali for question? No I do not see it. Soon the French will learn that Rwanda and possible all of African is not their palyground or kids to beat up and exploit.
Rose fought to stop genocide; France aided genocide! Unlike the French Judge who did not gather facts it is true for us who were present at the time and have a good mind not be be biased like some wtioters on this blog.

How can a known terrorist be released on bail? that is not fair. Rose Kabuye needs no bail. Its not fair for Rwanda to continue blaming France, during the genocide, France was the only country that was at our defence. if the rest of the countries joined in, the genocide would never have happened. and what is wrong with Kabuye being arraigned in court? who does she think she is? is she above the law?
other members of the RPF should be investigated too, as i write they are still killing in Congo. This is crazy. Kabuye enjoy your time in jail!!!

Rwanda's economic apartheid

The current government in Kigali gives only 3% of its budget on the agriculture sector despite the fact that this sector employs 80% of the workforce in Rwanda…Knowing that Hutus make up 85% of the population, they are the ones who are mostly affected by the under-funding of the agricultural sector and therefore, they are the ones that are kept in poverty. The Rwandan government develops cities which are safe havens for Tutsis while the same government chases away Hutus from these cities under the umbrella of hygiene clean up, modernization, excessive minimum working capital required to open a small business, etc... I would love to see the Rwandan government authorize a free tour of foreign delegations and international media in the rural areas without any prior notice, manipulation or conditioning of the population. Rwandan peasants that are mainly subsistence farmers are forced to practice industrial agriculture that only remunerates the government while peasants go hungry after being forced to destroy their crops. Paradoxically, that money goes to build cities where the population that contributed to their development is prohibited. What apartheid? What is the fate of a Rwandan peasant, not to mention a Rwandan Hutu? The actual Hutu is exploited under a highly sophisticated economic system to the benefits of Tutsis. The misery that is imposed to the Hutus will bear its fruits in a long term period because the later will slowly extinct (malnutrition, poor health care, death at very young age, prison, forced contraception, etc...) while the Tutsis will continue their development at a higher speed (economic wealth, education, health care, wellness, longevity, etc...). And time will finally establish equilibrium! This is another genocide that is learnedly planned and highly sophisticated to the extent that westerners in general, bearer of knowledge simply acquired from books, may never detect.

Long live Germany and France!!! This is what many Rwandans have been waiting for, A dream come true. Justice taking its course. When Kagame was first questioned by the French, his immediate reaction was to close the embassy and ban French language. Now, is he going to ban German books in Rwanda. What about Spain. Its just a matter of time before senior members in Kigali regime are arraigned in a Spanish court. What if America and Britain start questioning, will he isolate himself. I can assure you that Kagame is the new Fidel Castro. A hopeless, isolated regime that has made more enemies than it can afford. The European Union supports half of his budget, he better be careful. Have you read the story of a dog who tried to bully and elephant. It doesnt happen, not in this world. Its time for MR. Kagame to pay bitterly for the killings committed so far. European people, this is is the time you have to understand that Africa, in general and Rwanda in particular are independent. We want u to respect our integrity and our sovereignity as we do the same for you in this regard. You, french politicians, let me reveal u a secret: Rwanda is a very small country( by its size) but it is a very big one in mindset and in accomplishment in different constructive fields. So you should be aware of what kind of adversary you are trying to play with. Today s Rwanda is totally different of The Rwanda you used to abuse before 1994 IN EXCHANGE OF YOUR FULL "ATTENTION AND PROTECTION" but you know every negative thing has an end but you guys thought that it could be an eternity. If your help to Rwanda was objective and constructive and your love to its people unconditional, i don t think you woul let those innocent people dieing. In contrary you have helped and trained those genociders and that s why you are trying today to vover it up in arresting those inspiring people who stop the genocide instead of arresting those who committed it. Shame on you. But don t worry, i can feel the truth and justice winning very sooner.
And for those Rwandans people who are still sleeping and manipulated by those negative people, you should all wake up and contribute to your country s development as millions of Rwandan people are doing right now and that will bring u pride and respect all over the world.

I am a French citizen but am sick about what our French leaders are doing with a small but organized Rwanda. Surely this game of cat and mouse won't help us. I read the book "Shake hand with the Devil" written by a Canadian General called Romeo Dallaire. In this book you find that the French army were much involved in the Rwandan genocide, where they trained militias, the army and were on front line fighting. When Mr. Kagame stopped genocide they created the so-called zone turquoise to protect the running genocidaires who had lost the war in the pretext of human right protection; what a circus!!!! as a French citizen, i beg president Sarcozy to apologize on behalf of the French and Rwandan people for the sufferings of the people of Rwanda. Mitterrand regime was a mess in Africa. Please, don't witch hunt the Rwandan leaders who stopped Genocide. I also trust our Judicial system that Rose Kabuye will get an immediate trial.
Long live the people of France and Rwanda.

Complicity to Murder of who? whoever still believing that genocide was caused by the plane crash is insane. Tell that to people who survived the masacre in bugesera in 1993, was the plan down, massacres of tutsi men in kigali in early 1994 was the plan down. Signs of genocide are as old as 1990 before RPF waged the war. Rose is a hero in the eyes of many Rwandese, she is one of the few mothers who left their kids and came to fight for us. She deserves total respect and honour not false jails but the very people who perpetrated the killing

Rose Kabuye - a pretext

Rose Kabuye is being used by the french government as a pretext to hide the shameful role it played during the 1994 genocide. It only suffices to read the report of the the African Union (then OAU) "Rwanda: A Preventable Genocide" to understand the exact role france played in the Rwandan Genocide. Why do you think the french still refuse to appologise for what happened in Rwanda? We all Know that the US, the UN, the Belgians, the Vatican...have all appologised. But the French, who, unlike the others, took part in the genocide, refuse to appologise because they know what they did. Of course, they say that they have committed "some mistakes". But this is beyond that. They have their hands soaked in blood and as they hunt African leaders to bring them to the ICC, they should also be face jusctice. Will ever see a day, where impunity towards europeans end?

Fellow Rwandans, I do repsect every ones views. However, I realise they are people here who feel left out and they have decided to call Rwandan a dictactorial government. Well, its a democratic elected government with a multi party system with lots of question marks....But compared to where we are coming from and where we are as a nation, I truly believe our admnistration has earned some wonderful credits. I want to challenge those of you who feel unconfortable to go back to Rwanda...to give it a short. People are bussy doing business and no one is interested is finding why you are in the country and what you are doing. For those of you who have slougheterd people during or after the war, dare not because you will be arrested and the price to pay is quiet high. Regarding Kabuye Rose, I cant wait to see how the French will get themselves out of this trap.

It's promising for Africa to be helped by the world in a positive way.
The inculpation of this lady kabuye proves that the lies that has been rwandian weapon for 14 years can no longer stand. They are actors of events in 1994 in their country. They have used their own genocide to create wars in DRCongo. What groth they show if not blood Coltan, Gold and Diamand from Kunda and other wardlords they implement in est Congo. 5000000 killed by the Rwandian atrocities in Congo. Slowly by surely this is coming to an end. The trust is approching.

Mr. Brugiere (the French judge) is so worried that the things he started as his games are turning against him. apparently the French leadership is not happy by what he did to indict Rwandans because Rose kabuye is going to expose the French involvement in Rwandan genocide; and this will anger the French people who dont know what their leaders did in africa.

Rose Kabuye is indeed innocent. “Those are the days when France could do anything they wanted on the soil of Rwanda, if they are not ashamed of what they did and they still want to bring Genocide and divisionism again, they should forget and give us peace and freedom”.

Now I clearly understand why France has sleepless nights trying to indict innocent victims of france -made genocide. They made a blood covenant with genociders(interahamwe militias) by killing a million innocent babies, mothers, old and young Rwandans and by shooting the plane of the slow-accepting their plan president. Please france, give Rose Kabuye total freedom. Rwanda does not settle for partiel freedoms. Gone are the days of colonial tutorship where countries like rwanda had partial freedoms.

To you all on this forum. I loooove the story of David and Goriath, so fascinating! forgot to mention that the expelled Germany ambassador came here to Belgium to see Filip Ryntjes for initiation, baptism and to receive blessings before taking his post in Kigali. One thing that is true though, the whole event was not in the name of Father, the Son and the Holyspirit. So If the spirit was different, could it be in the same spirit that he was asked by little david to pack and go?
