Should the Iraqi Parliament fail to authorize non-U.S. troops after December 31 and the U.S. and England refuse to remove British troops, this would give the lie to independence of the Iraqi state. In effect, it would be an admission that Iraq is a puppet state without popular legitimacy, a defacto confirmation the U.S. mission is either a failure or a fraud.
