CPI does not exist

Why is CPI is being so weak to arrest people we called big fishes like Kagame and Museveni for their complicity in supporting army groups and rebellions in the East of DR Congo, which has caused millions of deaths. The answer for this is, CPI does not want to arrest those people, because they know people like Kagame and Museveni are connected with the West and America.
