Yes neither a black hole, if a Director of Hospital is also a Dr. and there
is board of dosctor to take the decision. Then I don't see the problem.
The main sticking point is that the proposed law would give hospital directors
– and not the doctors themselves - the final say in spending and management decisions.
Well for every ship there is ono Captain, and a crew.
