You mention that democratic issues are not of top priority with Russian (and implicitly Chinese) diplomacy. Where is diplomacy not primarily governed by money (energy, oil, gas, weaponry, big business, etc.)? Has American diplomacy in South and Central America been governed primarily by democratic issues? What about European diplomacy in Africa?
