A President with too much time on his hands.

It would make better sense for President Medvedev to get the house he has in order, as per the murders of activists Natalia Estemirova, Anna Politkovskaya and Stanislav Markelov, before he engages in activity to enlarge his house, and/or excites his mind with such boondoggles as a multi-polar-world and/or a supranational, fiat-currency. South Ossetia, as far as the world that is, is concerned (Gaza Strip, excepted) is an integral part of Georgia, not an independent state.
