When Russia has announced its determination to expend/squander $470-million on the de facto annexed regions of Georgia, one's immediate inclination to heap a certain amount of schadenfreude upon Russia' head, is hard to resist. This must, of course, be tempered by the fact that almost 100 people lost their lives in this incident, which came about because of Russia's reckless actions elsewhere, at the expense of keeping its infrastructure in good order. In Ulan Ude, they say: You bring us glorious victories, Mr. President. But all we want is a dam, which doesn't collapse.
