Emmanuel Macron sounded like a man in charge as he chastised East European leaders that flout common rules on refugees and freedom of speech. At his first EU summit as French president, it's too soon to say whether the 39-year-old newcomer is indeed the man in charge on the continental stage, but he's certainly cemented his power at home, with a landslide win in France's legislative elections.
