Putin links offensive arms with missile defence

Russian PM Vladimir Putin said Tuesday that Russia "must develop offensive weapons systems, not missiles defence systems" to counter US missile defences, effectively linking missile defences to offensive arms.

AFP - Russia must develop new offensive weapons systems to counter US missile defences and prevent Americans from feeling they can "do whatever they want," Prime Minister Vladimir Putin said Tuesday.
  
"To preserve the balance, we must develop offensive weapons systems, not missiles defence systems as the United States is doing," Putin was quoted by state news agencies as saying while on a working visit to Russia's far east region.
  
"The problems of missile defence and offensive arms are very closely linked," Putin said, according to ITAR-TASS.
  
"By building such an umbrella over themselves our partners could feel themselves fully secure and will do whatever they want, which upsets the balance and aggressiveness immediately increases in real politics and economics."
  
In September, President Barack Obama announced the United States would drop plans pushed by his predecessor, George W. Bush, but fiercely opposed by Moscow to deploy parts of its new missile shield in former East bloc states Poland and the Czech Republic.
  
Obama however made clear Washington would continue to develop new ballistic missile defences in other ways and locations.
  
Russia cautiously welcomed the shift initially but said the new configuration would require further study and information from the United States.
  
Putin's comments -- coming on the heels of a similar statement by President Dmitry Medvedev -- marked a toughening of Moscow's stance on strategic security relations with the United States.
  
"Let the Americans hand over all their information on missile defence and we are ready to hand over all the information on offensive weapons systems," Putin said.
  
Putin's remarks also come as the former Cold War foes remain in negotiations to replace the expired START nuclear disarmament treaty, which sets limits on both sides' nuclear arsenals.

his absolutely right

US cant keep on doing what they want, its so not make sense that in the name of terrorism they plant sum kind of device in the heart of Europe, so i agree with mr Putin, Russia n their policy so far against that kind of gesture by so called unfaithful US

The Cryo-War

I beleive the cold war is not over. With this new weapons negotiations I beleive were seeing the start of the "Cryogenic" war. The British are still a little bitter about the Litvenenko chapter and the Americans have no reason to trust the words of a man like PUTIN.

Putin is the most dangerous man in the world. Lets hope NATO can keep him under control.

Putin alway want to provoque the US but the US does not intend to have any bad realtion with the russian but Putin always think differently.The cold war is the pass we are think how the world can be better .Putin should how to modernize the Russian economy wich is old and pass not how to developp a weapon.

Why is Little Boy Putin so afraid of American missle defence systems? Is he planning a sneak attack on the US or NATO in the near future? Why is "peace loving" Russia so nervous about surrounding nations DEFENSIVE capacities? Hmm?

Russia is the only country in world that could prove to be some kind of threat to US. Americans are nobody friends. There should be military alliance between Russia, China and India against NATO and the US. China and India has the second and third largest armies and Russia has highly developed Weapon system. All three states are nuclear armed and could pose a serious military and economic threat to NATO and the US. Time has changed and there should be a shift in the balance of power. There should be new AXIS powers- (RUSSIA, CHINA & INDIA) Unbeatable.
