More students on scholarships in French elite universities?

A new controversy is brewing in France's élite universities: the French government would like the student body of "grandes écoles", as they are known, to be composed of 30% of youths from underprivileged backgrounds. Universities reject the move, fearing it will weaken their academic level. Is the government right to push the issue?
