France: Burqa = no citizenship?

Yesterday, French Prime Minister François Fillon said he would sign a decree denying citizenship to the Moroccan husband of a French woman because he forces her to wear the burqa. The decree was sent to Fillon by the immigration minister, Eric Besson, after a favourable opinion by France's top court. So is the government trying to send a message by publicising the decision, or is it just following the rules?
