It was a successful fundraiser with donors at a UN conference pledging nearly 10 billion dollars to help Haiti recover from January’s earthquake. The poorest nation in the Western hemisphere is used to international aid, having received nearly four billion euros in the last 10 years. What will it take this time to ensure the failures of the past are not repeated?
