With the arrival in Paris today of Vladimir Putin, the old question is back on the agenda: what sort of a country does Russia aspire to be? Does it have its sights set on Europe and the USA or does the vision of an Eurasian power still have a greater appeal for a Kremlin uncomfortable with the notions of transparency and universal human rights?
