Should we supervise drug abuse?

Should serious drug addicts be given the possibility of satisfying their addiction in government-regulated shooting galleries? Or would they simply exacerbate the very problem that it sees to address? That is the question being asked in France ever since the French health minister announced her intentions of venturing into talks with local city mayors with view to try the system already used by a number of other countries.
