NATO: identity crisis solved?

This weekend's NATO summit in Lisbon sought to form a new strategy for the alliance in the 21st century. Member countries did indeed adopt a new strategic blueprint, as well as agreeing on a gradual winding-down of their mission in Afghanistan, and starting to reset relations with Russia. But was the summit as much of a success as NATO says it was?
