Today is the start of the third EU-Africa summit held in Libya. For days the meeting was overshadowed by the question of whether Sudan’s Omar al-Bashir, indicted by the International Criminal Court in the Hague, would attend. He finally bowed out at the last minute, much to the relief of European countries. The theme is business-oriented at a time when Africa is attracting new investors such as India and China.
