Cancun climate talks - a total failure?

It's an "inconvenient truth", but delegates at the 16th UN climate change talks, in Cancun, Mexico say we shouldn't hold our breath for a treaty this year. As the two-week summit enters its homestretch, and higher-level ministers join the table, everyone's hard at work lowering expectations… but do lower expectations mean Cancun's a total failure? Isn't a summit that agrees on small steps better than no summit at all?
