Diplomacy: how do you talk to dictators?
Western diplomacy is coming under scrutiny as popular uprisings threaten yet another dictator's hold on power, this time in Libya. Muammar al-Gaddafi is emblematic of the kinds of challenges Western diplomats face as they deal with authoritarian leaders in a region where security interests, economic interests and human rights issues are deeply intertwined. Just how can we talk to dictators while maintaining and balancing our interests?

No you do not 'talk' to them, you isolate them, but tolerate them until they see the error of their ways, or their own people eradicate them.
