NATO allies meet this Thursday to consider military options in Libya. Rebels there are facing an intensified onslaught from Libyan forces from both the ground and the air. Among the options NATO defence ministers will consider is that of creating a no-fly zone. But Western allies remain very much divided over military intervention of any kind.
