Japan’s nuclear crisis has intensified due to another fire that damaged a nuclear plant. Authorities say a containment vessel in a second reacting unit now appears to be releasing radioactive steam. The developments are troubling reminders of the difficulties Fukushima is having in bringing the plant under control. The confusion is emblematic of days of often contradictory reports about what exactly is happening.
