Japan’s nuclear nightmare: is Tokyo downplaying the threat?

Japan’s nuclear crisis has intensified due to another fire that damaged a nuclear plant. Authorities say a containment vessel in a second reacting unit now appears to be releasing radioactive steam. The developments are troubling reminders of the difficulties Fukushima is having in bringing the plant under control.
