Schengen under review: building 'Fortress Europe'?

The Schengen agreement abolished internal borders in a large number of EU countries. But EU interior ministers are now seeking to reinstate some level of border controls in "extraordinary circumstances". The issue came to the fore after the arrival in Italy and Malta of thousands of people risking their lives to flee violence in northern Africa. Is there a risk of Europe turning into a fortress?
