"Libya's secret peace deal"

According to The Independent, the Libyan government has offered NATO a ceasefire, amnesty for the rebels and a new constitution. The British newspaper got hold of a letter by the Libyan Prime Minister, implying that the regime was willing to put an end to the three month conflict.
