FRENCH PAPERS, Wed. 27/07/11. Nicolas Sarkozy is pushing forward a proposal to write a deficit-balancing rule into the constitution. The measure is facing strong opposition from Socialists who say it's a publicity stunt in the lead-up to the 2012 presidential election. And a year after his controversial speech against the Roma community, Libération says the French President’s repressive campaign has been a major failure.
