Lawmakers back genocide bill, Turkey recalls envoy

France's lower house passed a bill Thursday making it illegal to deny genocide, including the Ottoman Turks' 1915 massacre of Armenians. Turkey responded by recalling its ambassador and accusing France of committing genocide in Algeria in the 1940s.

The French National Assembly passed a bill on Thursday that would criminalise the denial of genocides recognised by France, including the massacre of Armenians in 1915, prompting swift condemnation from Turkey.

Ankara immediately recalled its Paris ambassador after the vote had gone through, and hours later announced that is was suspending all political visits and was freezing military cooperation with France.

At home, French President Nicolas Sarkozy was accused of allowing the vote to take place in order to appeal to the significant Armenian vote in France ahead of next year’s elections.

The bill, which outlaws the denial of any crime against humanity that is officially recognised as genocide by the French state, will now have to go before the Senate for approval. Only then can it be signed off by the executive.

According to Bernard Accoyer, the speaker of the National Assembly, this may not happen until the end of 2012, well after presidential and legislative elections which will take place in May.

In the meantime French President Nicolas Sarkozy’s centre-right UMP party, which is suffering in opinion polls, will have won broad support from France’s 500,000 ethnic Armenian voters.

Patrick Devedjian, an UMP parliamentarian of Armenian origin, praised the vote by the lower house of France's parliament.

“The purpose of this bill is to stop foreign nations coming to France and pushing discriminatory propaganda against people living here,” he told FRANCE 24.

“We are not seeking to re-write history; the Armenian genocide is an established fact, an undeniable truth.”

Damaging relations with Turkey

Turkey blames the “French executive” for the initiative and has piled intense diplomatic pressure on France ahead of the vote.

But while the bill enjoys broad cross-party support, some senior UMP politicians worry that it will damage important political and economic ties with Turkey.

According to satirical weekly newspaper Le Canard Enchaine, French Foreign Minister Alain Juppe said the bill was “stupid”, his office not denying the report.

Former Foreign Minister Herve de Charette told FRANCE 24 on Thursday that the proposed law is “useless and dangerous domestically” and “disastrous for our foreign policy”.

“We need Turkey to help sort out the dreadful situation in Syria and this is a country with which we have important trade links. Turkey is a friend, and this bill is going to seriously damage that friendship,” he added.

The member of parliament said he did not believe the bill would be passed “in the coming months” and that the debate had taken place for “purely political reasons”.

Bill ‘killed in the Senate’

The idea of criminalising genocide denial in France beyond the Second World War Jewish Holocaust (law of July 1990) is nothing new.

According to left-leaning French newspaper Liberation on Thursday, Sarkozy promised his support for the bill while campaigning for the presidency in 2007, but quickly forgot about it once he was elected.

In diplomatic dispatches revealed by whistle-blowing website Wikileaks in 2010, France’s senior diplomat David Levitte assured the Turks on a visit to Ankara that “Sarkozy will make sure that the bill on the Armenian genocide is killed in the Senate.”

Which is exactly what happened in May 2011, when the then UMP-dominated Senate voted to dismiss the notion, sending the bill back to the National Assembly for another try.

A century of acrimony

Armenians claim that up to 1.5 million of their forebears were systematically murdered by Ottoman troops in 1915 in what they say amounted to genocide.

They also say that property and cash criminally appropriated from the Christian Armenian minority helped Kemal Attaturk, the founder of modern Turkey, establish his Turkish republic in 1923 – something they say Turks are nowadays loath to admit.

Turkey admits that up to 500,000 Armenians were killed during that period but the country’s official line is that the death toll was due to Armenians siding with invading Russian forces in the heat of the First World War and that just as many Turkish soldiers and civilians were killed in the fighting.

The country has branded the French bill an “attack on freedom of expression” and believes that the facts should be debated by historians, and not made the subject of political dogma supported by the force of law.

My grandmother was an Armenian from Istanbul and my grandfather was a Balkan Turk. None of my Armenian relatives living in Istanbul were picked up by Turkish forces and put to death while Jews in France, Hungary and Poland were picked up one by one and put to death basicly because they were only JEWS. Now I ask: what is the definition of GENOCIDE or HOLOCOUST? Armenians did not go through all this tragedy because they were Armenians, but because they revolted with the help of French and Russian and in fact killed many Turks in eastern provinces. This is something that is ignored by West. No human life is less valuable that the other and human dignity is equally important for all races, religions and ethnicities. If we don't agree on this, then we are racist.

I have no opposition against the recognition of mass killings of Armenians. I have a problem with the term genocide and with hypocrisy that have no compassion for the mass killings of Turks. This is not a one-sided story and there is so much pain both parties suffer. Pomping hate does not help. Many people commenting on forums have no historical knowledge and they just speak out with hate they have been given. Do not be SHEEP and receive what is DICTATED! Turks are said to be in denial but in fact Armenians and whole west are in denial. If we are going to back up certain people just because we have the same religion or interest and oppose the other because they belong to another religion or race, then we can never serve the truth.

I am proud of my Armenian blood and relatives, and I am extremely sensitive with their pain. The Consul Kaya Inal was injured by the terrorists. In exchange for the release of the hostages, the terrorists demanded the release of 12 political prisoners in Turkey. After 15 hours had passed and the kidnappers realized that their demands were not met, they gave up. Also, this attack was on the account of ASALA. The terrorists Vasken Sakosesilian, Kevrok Gözliyan Abraham, Aram Avedis Basmaciyan and Agop Abraham Turfanyan were sentenced to seven years. [12] [11]

Maybe the French should vote a law apologizing for encouraging the Armenian revolt to just let them down when the Turks reacted. Leave history to the historians!

France lost an ally

Just for having votes of Armenian citizens France did a historical mistake, first should look to its own history genocides, not even mentioning about the impact to freedom of speech with applying 45,000Eur penalty if someone says "No I dont believe in the Genocide" Do French people know in detail What Sarkozy have been doing?

What about Freedom Of Speech?

Whether it is about democracy or human rights, no country in this world has a right to say they are setting a good example to others, or to impose their own opinions. For example, America pushed in the Middle East to bring democracy but we still see blood-shed in the region on daily or weekly basis. France, who avoids talking about its colonial past when asked, is one of many western countries that looks down on other democratic systems.

This is a political decision which goes against human
rights. This bill restricts freedom of speech and punishes anyone who discusses the Armenian genocide in any way other than the dictated or described one. This reminds me of
Henry the VIII and other feudal systems of the time, where ordinary people had no voice. I say ordinary people because obviously as long as you can afford to pay £29,000 you can say whatever you like against the Armenian genocide. (New revenue for the struggling French economy I suppose, or perhaps some extra money for the French president’s hair-care)

One thing that this bill does guarantee however, is the
Armenian votes in the upcoming French elections. By the way, I should be very surprised if this gets published, as I do not believe there is freedom of speech in France any more.

Turkey & the Armenian Genocide Bill

I support President Sarkozy for having the moral courage to proceed with this bill and acknowledge that the genocide of the Armenians took place. Will he now also have the courage to condemn the illegal policies, the deliberate state sponsored terrorism and murder of Palestinians which is in itself just as disgraceful and even more so considering the two incidents are separated by nearly a century. France and the rest of the EU need to strongly condemn the state of Israel and put pressure on this pariah of the Middle East. It is no use whatsoever involving the USA, they apparently where the state of Israel is concerned rush to its aid using the veto. Democracy is I believe the acceptance of truth, the support of the oppressed and the self determination of a people. On the grounds alone, the President should intervene on behalf of the palastinian people.

Care about Armenians so much ? Give them French Citizenship...

Madame Boyer should move to Yerevan and understand why so many Armenians (which we have no problem with as Turkish Citizens; they work in our homes, they live here normally) flee to Turkey to survive and find a better life... PLUS, if France cares so much about Human Rights and Armenians, why don't they provide citizenship to Armenians and citizens from old French Colonies and invite them to France to work & live... Don't bullshit anybody...
