Forcing people to uprise aginst their leaders for short of food

Is forcing people to uprise aginst their leaders for short of food the way that west is going to bring democracy? Has ever sanction brought democracy to any country or does it just worsen the situation of the ordinary people? West knows that this is not about democracy. It is all about oil. West wants free/cheap oil. Look at Saudi Arabia, women could not even drive but who cares about human right as far as Saudi are obeying what West orders. Hope one day we really care about Human.
