Merah case: were there policing failures?

Libération says it has seen documents showing Mohammed Merah's killing spree in Toulouse and Montauban in March could have been averted. It suggests there were 'policing failures'. And, some papers pick up on a story already in the Italian and British press that Libyan leader Muammar Gaddafi was killed by a French secret agent on Nicolas Sarkozy's orders.
