Baltimore opens its doors to immigrants

Debates on immigration in the United States tend to focus on restrictive measures, like those in Arizona. But there are places in the United States where immigration is promoted, like the East Coast city of Baltimore. Over the past 50 years, Baltimore has seen a big decline in its population, causing its economic and political power to wane. To remedy the situation, the city has opened its doors to immigrants, even those considered illegal in other places.
