US shootings: can mass murderers be identified before they kill?

In the US, the debate on gun control continues. US President Barack Obama is currently trying to gather support for his proposals, which include a ban on assault rifles and on high-quantity magazines. But other proposals concern mental health care. Republicans especially think the blame lies not with guns themselves but with the individuals whose psychological troubles lead them to kill on a massive scale. But how can a potential killer be identified early, and what can be done to stop them?
