France in Central African Republic: Already Time for a Surge?

Only one month into France's deployment in the Central African Republic, is it already time for a surge? Troops on the ground are unable to operate outside the capital. Any successes are marred by the ethnic bloodshed between the northern, mostly Muslim Séléka militiamen who took over Bangui last April and so-called anti-Balaka forces loyal to the ousted president. Both sides resent the French army, which finds itself in the position of policeman. What's the long view for France?
