After a thumping in local elections, the makeover of France's government is complete. Energetic new Prime Minister Manuel Valls is to lead a slimmed-down cabinet with only 16 ministers. The ruling Socialists are hoping they'll take some of the heat off a president whose approval ratings in two short years have sunk to less than 20%. Will former interior minister Valls do a better job of keeping the troops in line than his predecessor?
