Crisis in Ukraine: is the EU powerless?

Last week, EU foreign ministers met in Brussels to discuss the political crisis in Ukraine. Officials sought to dangle a fresh carrot to Kiev by floating the prospect of EU membership. But the bloc failed to agree on possible economic assistance or impose sanction on those involved in a crackdown on protesters. Does the EU have a plan for Ukraine?
