In the US president's only major speech of a European tour, after a summit with EU leaders and a meeting with NATO, Obama has pledged to do his bit within the Atlantic Alliance. But even though Cold War allies have banded together, agreeing on phase one of sanctions against Russia, Obama knows that back home, there's little appetite to go further. Is this a fresh sign of a US in decline?
