The US president announced the end of an arms embargo in place since the end of the Vietnam War and talked up the TPP which both sides strongly favour. Both deals have implications for Hanoi's northern neighbor: Beijing is not a signatory of the TPP and has growing territorial disputes with Vietnam in the resources-rich South China Sea.
