EU ministers agree to tighten rules on 'posted workers'

Most EU labour ministers have agreed to reform the bloc's rules on "posted workers", migrant workers from poorer EU states. The initiative was spearheaded by French President Emmanuel Macron. Also today: EU Council President Donald Tusk says it's "up to London" how Brexit negotiations will end. And global wine production hits a 50-year low, due to fluctuating weather conditions that have damaged crops in top-producing countries.
