US Secretary of State Rex Tillerson has started a six-day trip to Africa. The tour kicks off in Ethiopia, where he will or won't get a view of the state of emergency against domestic protests there. Tillerson will likely discuss Ethiopia's close ties with China. He has already warned against the lure of big loans that rekindle a cycle of debt dependency, the kind that used to cripple sub-Saharan states.
