This year, the water shortage was catastrophic and livestock farmers needed to buying expensive feed for their cattle. In France there's an ongoing debate whether it's time to open injection rooms also known as shooting galleries. Those in favour say it would reduce risks of fatal overdose as well as disease by providing drug-users a as a place to inject and a clean syringe. Critics fear it could encourage drug use as well as local crime around the injection rooms.
