Payam Akhavan, legal adviser to Georgia for the International Court of Justice, has filed a case against Russia on Georgia's behalf, accusing Moscow of ethnic cleansing from 1993 up till the present conflict over South Ossetia.
Georgia, which had announced that Russian troops were withdrawing from the town of Gori, said that Russia had "changed its mind." US Secretary of State Condoleezza Rice headed for France, en route to Tbilisi.
The Russian/Georgian agreement has got bloggers thinking about the consequences of the conflict. Russian Internet users fear the regime will get even tougher, while in Georgia people worry about democracy's future.
US military planes began delivering aid to Georgia as President George W. Bush announced that US Secretary of State Condoleezza Rice would visit Tbilisi. Meanwhile, Russian troops are expected to withdraw from Gori on Thursday.
