An impressive array of senior American military and diplomatic officials, including Paul Nitze, Generals Eisenhower and MacArthur, and BGen. Carter Clark who was in back-channel surrender negotiations with the Japanese well before the bomb was dropped, all agree in their memoirs that Hiroshima and Nagasaki were completely unnecessary. Based on their testimony, it appears that President Truman simply lost his nerve.
