The planned law has been controversial since the announcement of French President Nicolas Sarkozy to halt advertisements on France Television, which is publicly owned.

France Television unions are concerned about financing, even if the government guarantees 450 million euros annually to compensate for lost ad revenue. The change would take place on January 5, 2009.

The proposed law is being discussed on an expeditious time scale, with the vote coming before the National Assembly on December 9.
