Why don't the Drug cartels brew alcohol and grow tobacco? Because there is a legal, regulated and taxed market for booze and smokes. As soon as you outlaw a drug...outlaws will produce and sell it on the black market. Humans have been altering their consciousnesses for thousands of years for religious and social reasons and they're not going to stop ever. Even if you threaten execution....like in Malaysia and China for example. Even in China they have methadone clinics.
