snow and cold weather in Japan

I understand and feel great sympathy towards the elderly and sick in the coastal regions hit hardest by the Tsunami, but hate the way the media is sensationalizing the way the World is coming down on Japan with the snow and cold weather. This , although can kill ppl who are out in the elements unprotected, is a blessing and is preventing any spread of bacteria or disease, and microbes from stagnant water and debris from the devastating effects of the Tsunami.

Everyone thinks bigger is better. Could not smaller and more widespead nuclear reactors leave less worrisome the catastrophe that may happen from a more bigger and powerful nuclear reactors failing? Would not smaller nuclear reactors be able to be brought under control more quickly in the event of failure?
