the Int'l community probably overlooked initiating a CONTIGENCY PLAN during the \libyan revolution. little did they consider that the heavy weapnry from the gov't forces/mercenaries in that country. the malian military seems to be too inferior to withstand the firing power. the situation in mali shoulkd sound a waRNING to all emerging democracies in Africa that democracy should not be reduced to the holding of general elections but the strengthening of all institutitons, the security sector especially. if the military and police are poorly care for or manage, such breeds the menace being seen in mali and one time the Republic of Guinea. let ECOWAS begin to engage the rebellion in the north and work with the junta to restore democracy.
