Libération says it has seen documents showing Mohammed Merah's killing spree in Toulouse and Montauban in March could have been averted. It suggests there were 'policing failures'. And, some papers pick up on a story already in the Italian and British press that Libyan leader Muammar Gaddafi was killed by a French secret agent on Nicolas Sarkozy's orders. Also, François Hollande comes in for criticism on a state visit to China, while troops returning from Mali report that many of the Islamist fighters in the north of the country were just young boys.
