No deal on working paper

Israeli and Palestinian negotiators have failed to agree on a joint document to serve as a basis for negotiations at the eleventh hour before multi-party peace talks begin Tuesday in Annapolis.

"There is still work to be done, and efforts have been made, but so far we have not reached an agreement," chief Palestinian negotiator Ahmad Qorei said after talks at the State Department with Israeli Foreign Minister Tzipi Livni and US Secretary of State Condoleezza Rice.
Qorei said they had had a "good" meeting, but stressed "there are still difficulties."
The talks would continue, he hinted, without giving any precise details of when or where.
The Israelis and Palestinians have been trying to hammer out a joint document to go before a major Middle East peace conference in Annapolis, Maryland, which opens on Tuesday.
But they have bogged down over many of the details, including what the document should be called. It is due to serve as a basis for future negotiations between the two sides, due to be launched after Tuesday's conference.
