Are politicians out of touch? (part 2)

It seems that in France, government ministers are not practicing what they preach...with accusations of 12-thousand euro tabs for cigars, patronage jobs for a minister's wife, and dodgy planning permits for Riviera homes, etc. Why now? Does France have a wider problem with its politicians and institutions? And are the French any worse than their neighbours?
